It isn't information that is readily available but if you check the MOT/tax history, you can see it either doesn't exist or its on retention

ok thinking of changing this 3 digit AIG 286 for a different reg . I have it on retention and all so it's ready to go and the transfer is paid so it's just a matter of putting it straight on the car with no more expense . I also will make a fresh new set of plates for the buyer . Either...

Simplest solution then is to ask Neil to ring the previous owner and explain the situation and get consent to release the name.
