Spilled Paint removal

My silver car had red paint spilled over the inner front wing which ran onto the underside of the bonnet and I'd like to remove it. Looks quite thick and not like car paint.
How can I remove it without damaging my car paint?

Anyone? Thinking of trying white spirits. It's still wet underneath. Once i get under it it almost wipes off.

Tried both. No good. Tried Tar remover and Tcut too.
Thinners?

Do i just rub it with thinners on a cloth or what?
Should i try white spirits first or no point?
