How do these codes work on ebay? All sellers or just selected sellers, if so what are the selected sellers?

Usually will state on eBay. Sometimes they are selected sellers only, sometimes they are selected categories only and sometimes they include everything on eBay.

The 15% wouldn’t come up too often. Usually they are 10% codes.
