On 20 May 2018 the Department for Transport in Great Britain will extend the existing exemption from periodic testing for motor vehicles first registered prior to 1960 in England, Scotland and Wales, to cover all “Vehicles of Historic Interest” (VHIs). The new exemption will include the majority of privately owned vehicles which are over 40 years old, and will apply on a rolling basis to in-scope vehicles as they become 40 years old. This provision was included in legislation which was implementing mandatory EC Directives on periodic testing. This exemption will only apply to Great Britain and will not extend to Northern Ireland.
The Department is however planning to launch a consultation on Regulations implementing a similar VHI scheme in Northern Ireland at the earliest possible date. It is currently intended that the consultation will issue this spring (details of this will be made available on the Department’s website). Subject to the outcome of the public consultation, and ministerial engagement, it is intended that a VHI scheme be introduced in Northern Ireland as soon as possible.
You may wish to note that at present, an exempt VHI coming from GB to Northern Ireland on a permanent basis would be subject to regulations here and would therefore require an MOT.'
