home charger install question

Quick Q - does the charger connect to the meterbox or the fusebox? Our meter is outside right beside where I want the charger, but the fusebox is in the middle of the house and would be a massive ache to get to.

also can the charger go on the side of an outside chimney breast?

Meter box - small fuse box will need put in there, then you can surface mount the nice big black cable to wherever you want I think.
