The owner and registered keeper could be two different things. I own my Jeep and I'm also the registered keeper but I could just as easily register it to the wife. I'd still own it though.

Doesnt matter. All motoring laws pass full blame onto the registered keeper regardless of who does what. It's then up to them to prove their innocence, or point the finger at someone else.
