Oh thats just the remainder of the key the actual nut is underneath that, need to work out a way to extract that first

I would just go to a tyre company that are used with this sort of thing rather than possibly make a mess

It broke on the first locknut so have 4 to remove.

Im guessing a locknut removal tool or a drill is going to be my best option?

They are a good job, but by the looks of it that set only goes to 19mm, which isn't big enough to hammer over most locking nuts in my experience, usually a 20/21mm required.
