Good luck with that one... I wish he were right, but he won't be. It's not how politics work.
That said, 2030 is an arbitrary goal post and chances are there will be exceptions. But reality is pure combustion cars will be priced out by taxes and fuel costs.
Everything going forward will have at least a hybrid element, doesn't matter what anyone thinks or even if it actually makes sense in real life.
If you love ICE, buy one now. As in right now.
