In a nutshell no, the same 2.0L 138bhp out of the gti the bigger bumpers were only for homogolation afaik

yup - Peugeot needed to homologate a longer car for rallying as the 206 WRC was longer than the road going car. Therefore the FIA made them build the Gran Tourisme
