I've recently been through this with HMRC and DVLA.
You must complete a NOVA declaration as soon as the car lands here, and you will have to pay VAT on it, usual 20%.
Without the NOVA declaration, DVLA won't process the registration. Everything can be done online, the Personal Import unit at HMRC aren't a bad crowd to deal with, and do get it dealt with quickly.
