For reference, this lead, even with VIN locked can do more than read only, you can read and clear codes, and read values. You only need to enter the VIN to change any of the coding. Extract from Ross tech below.

For anyone with one of these VIN restricted leads, The software will always ask if you want to register the VIN, but click cancel, unless you are changing coding. It’s easy to get caught out.
