U turn on dual carriageway

Saw a Polo getting nicked by a very subtle PSNI Galant VR4 today near Dromore.
For those of you that know the area both cars were heading southbound on the A1 dual carriageway , the Polo went under the bridge at Dromore and took the turning off lane to the right just after the bridge.
It waited in the turning right lane central reservation bit then
instead of crossing the carriageway to go into the road off to the right it turned round on the carriageway and headed off northbound until plod caught up with flashing blue lights.
My question is , is it illegal to do what the Polo did?
It may be plod wanted a word re excess speed thru the roadworks or something unrelated but it made me wonder as people often use that turning right lane for a U turn.
Any thoughts?

hmm..it doesnt sound any worse/more dangerous than a car thats pulled from a side road to the centre reservation to turn etc...but im certain its a no-no.
