It's easy to sort. Write a polite note telling them that you want your English reg changed to your local N.I. Reg and send it off with the V5 to Swansea. They will have it back to you in roughly a week and there is no charge.

Can you request a reg from a specific county still?

You can request it, but not guaranteed you will get it. I usually request an IG registration, and it's about a 50/50 success rate.
