Probably because the person went out of their way to buy something to impersonate the police and intimidate drivers... General public who arent speeding will jab the brakes before they even look at the Speedo, causing the next car to do the same. If you watch videos on how tail backs etc happen you'll see it's down to stuff like that. It's right up there for me with dicks that lane hop to get into the busiest lane but further up the que, usually why that lane is going slower is because of that. Winds me up. Maybe just cause I'm getting old...
