That'd only be a basic porting of the head (its a rough guess at price) Cylinder head mods can run into thousands depending on what you want. I'm no expert on the subject but its to do with improving flow of air/fuel into the head, and exhaust gases out. Removing casting flaws and protrusions can also help. I'm sure Mr Gault will be along shortly; he'll give a better explanation and what gains to be expected
