Since its not the police that dip, what would happen if you just drove on ignoring the signal to pull in? Do they have the authority to stop the traffic and do you or do they relay on the willing nature of people to pull in and let them work away?
this happened to my brother not so long ago and the police weren't present so he drove on as the red 306 had colour coded fuel
Are you still working in same place.If so they have been about twice in the last five weeks on main road.Yes your right Police are usually present, as they have to stop the traffic.
Saying that im on the roads all over NI every day and its very very rare to see them dipping. Probably only seen dippers about 4 times in my entire 10 years driving. And its never at rush hour times, so if its for the daily commute then your usually safe enough.
Customs usually pass the details on to police for those that don't stop. As red diesel traces stay in the tank even after a few fills of white customs can call with police and take a sample and fine.

Surely the car would need to be caught on the road tho as taking a sample on private property wouldn't prove anything as it's only illegal to use it on the road?

Yes HMRC do have the power to stop vehicles, although any operations are normally done in-conjunction with Police and other agencies..
