I was born on the 20th April (a few years ago) and my Dad nearly didn't make it to the hospital as the Shane's Hill was closed due to heavy snow, been a few flakes this evening and it's bitter cold

No, just a delibritley over exposed photo to emphasise the irony of the current weather situation, namely that a lot of folk are complaining about a light dusting of snow in the "it's snowing" thread, whereas the majority are experiencing dry sunny conditions, admittedly it is pretty Baltic.
The thumb tack you seem to be referring to is actually a tall lamp post whose upright portion has been diminished by the aforementioned over exposure.
